Why isn't Margaret accompanied on her long walks?

I received a text from the San Mateo County Alert system that she has been located.

I too am wondering why she goes out alone. Maybe she gets out when no one is around. At any rate, I know that caregiving is a very difficult task and it is difficult for the one "in charge" to even take enough care of themselves. I hope that something can be remedied here so this does not happen again.
